Sure, they were both hawkish on Saddam. The difference is, Clinton didn't distort and fabricate intelligence. The evidence as it existed wasn't enough to convince Congress and the American people to go along with a full-scale invasion.

That said, we will never know what Clinton/Gore might have done with post-9/11 fear and momentum on their side. Perhaps they would have followed W's path, perhaps not. All we can know is what has happened. Clinton lied about a BJ, Bush lied us into war.
