I have a single 'cross bike that I use for just about everything (commuting with panniers to actual 'cross racing) and since I am a touch over 200 lbs, I wanted my first set of wheels to be basically bomb proof. With that in mind, I got a set of Ultegra hubs mated to Mavic Open Pro rims (32x3 lacing). Well, I was thinking about getting a second set of wheels so that I could keep one set stocked with the 700x35s for 'cross racing (with appropriate gearing) and getting second set of wheels to keep the 700x25s for commuting (again, appropriate gearing).

So here is the question. Do I go with another identical wheelset or do I get something slightly different? Maybe something more deep/aero? I would like to stick with the price under about $300 so I know that limits me quite a bit but I can get a duplicate of my current wheelset for under $200 or a set of Aksiums for even less. Even Neuvation has a few sets that meet my criteria.

Assuming the spokes on your Ultegra/OPs are double butted, the only things you can really do to increase strength would be: deeper rim (Mavic CXP33, Velocity Deep V, Nio30) or more spokes. I think you should be able to get a set of Ultegra/Deep V's w/ DB spokes about $300.

I don't know that I need more strength - the current ones have been pretty bomb proof. I was actually thinking that a lighter and/or more aero set might be the way to go. Then use the current ones for 'cross racing and the new ones for road riding and commuting. Without a good reason though, I will probably just duplicate what I have.
