Can't seem to find much info on these full carbon race frames. Are they sold in North America at all? Prices (US, Cdn)? Does anyone ride one (and race)?

Billato have been around for a long time and you have probably seen many of their frames, just not with their name on them.
They have been a contract builder for other "marques" and only recently started selling under their own name.
one of the dealers that I know sells a lot of Billato is Cramerotti - check their web-site and see if anything looks familiar.

they need more photos on that site... weren't older Marins made by Billatos?

To be fair to Billato, their site really is designed more for commercial customers rather than retail. I know they say they deal with Joe Average, but they are really more about commercial contracts and higher volumes.

Yes. I have a '99 Marin Vicenza (made from Columbus Brain) that has a Billato sticker on the frame. It's a comfortable, stable frame with nice welds and detail. I don't know when Marin stopped importing them

Couldn't find any mention of Billato on the Cramerotti site. Looks like Cramerotti has a store in Calgary and Vancouver (and also LA). The stores in Canada are called Campione Cycles, but their 'frames' link is blank. There are Cramerotti frames on their own website:
http://www.cramerotti.com/
but they're built for him (out of Italy I believe and he imports them to Canada). Prices are pretty decent. I didn't know he opened La Bicicletta in Toronto. I remember seeing a red Cramerotti frame there when I first visited.

He opened La Bicicletta in both Vancouver and Toronto.
the stores are now called Campione - yes, Vancouver / Calgary and LA
the frames are on the cramerotti.com web-site not campione.
There is no mention of Billato becasue that is not the model. A number of tyhe frames are made by Billato ( such as mine) but are labelled Cramerotti.
Most Billato frames do not have the Billato name on them anywhere.

Which model/year do you have? Any pictures of it?
