Hi everyone,
I'd appreciate some input here...
I changed from a 120mm 0 degree stem to a 100mm 7 degree (rise up) stem because I felt my arms had no flex to them, especially in the drop position. Now, I feel more relaxed in the drops, pretty flat back with some flex in my elbows but my quads seem to be tired more quickly. Figment of my imagnation? Has any else experienced this?

A stem change should not affect your legs. Changing from a 120 to a 100 is a big change, though.
If you haven't read my advice before, try checking knee to arm clearance. Ride in the drops with your upper back horizontal and your fingers in reach of the brake levers. If your knees and arms don't touch, then you're stem's long enough.
FWIW, if your bars are fairly low, there will be very little bend in the elbow in this position. Raising the bars requires more bend in the elbow and may create arm to knee interference.

Thanks for the advice, I'll check the clearance. If my knees and arms touch, is the stem too short? Try a 110mm maybe?
