That is some tight clearances on the down tube of that De Rosa. My Italian track bike (Viner) had some pretty tight clearances too, and some toe overlap on a 62cm frame!! I have switched out the stock steel fork with a carbon threaded one with more rake so toe overlap is gone, but it still is quick and agile.

That black Salsa stem has GOT TO GO. It's begging for a nice silver quill, maybe a Cinelli or 3T. Otherwise, major drool worthy.
And Dave, eye-talian fixies demand Campy. So you'll have to branch out a little.
