Ok, just picked up this used Ridley Excalibur frame. I'm leaning toward blue tape and cages to match the blue in the paint. Any other suggestions?

Yellow. It'll pick up the accents in the frame.

agree with yellow bar tape, maybe also add a yellow saddle or yellow cage.

Re: the red labels on the rims:
I don't know what they are, e.g., decals, stickers, etc. I've had good luck removing decals using acetate aka fingernail polish remover. I soak a rag with the acetate, then lay it on the decal so that it soaks for awhile. I leave it on for maybe 20-30 min. Then I use my fingernails, or a plastic orange peeler to scrape it oss. If it's a sticker, I'd try to peel it off, then use Goo Gone to remove any residue. Heating it with a hair dryer might help as well.

white bikes/saddles/etc. just look damn classy

Use some purple/yellow "splash" cork tape, black saddle, one polished chrome cage, one red cage, one red tire up front, a michelin bluish tire in back and a have the celeste saddle cover ready for weekend rides.

Definitely white tape and saddle....get custom decals made for th rims at a sign shop to match....

Absolutely nuke all the red bits. I like your thoughts for the blue tape and cages.

White as others have suggested would look great but a pain to keep clean if you’re compulsive OCD like me
