I want to try a shorter stem and removal looks pretty straightforward, just remove handlebars and unscrew the 1 hexhead screw/bolt holding the stem to the headset. Lift off the old stem, reverse for installing the new one. Is that all there is to it?
What about these spacers that I hear about?
If it matters it's on a 2002 Litespeed Tuscany.

Spacers are only an issue is you have spacers. The only possible problem I can foresee you running into is if the stems are of different sizes (height/width wise on the steerer tube). What I mean is that when you install a new stem it might be affect how the top cap fits on. if its a narrower(lower height) you might need a spacer, if its bigger you might have to take out a spacer. Or it might just fit the same.

threadless? you gotta properly preload the headset before tightening the stem... that's what the topcap is for

I might have missed it but I don't think you said what style of stem you have. If threaded, just do it the way you said and make sure you insert the stem at least to the "minimum insertion" mark. If threadless (you may have spacers) and you have to make sure to properly adjust the headset bearings during installation. Here is a good link for some more info.

When replacing a stem, what is the correct order? I found parktool great for installation help, but not for removal. Do I remove the top cap first and then loosen the stem bolts or is it the other way around?

Doesn't really matter - in fact with a threadless steerer, you don't actually need the top cap, once the stem is installed. (I don't reccomend this, though - if you have to make any sort of adjustment mid-ride, it will be impossible to get the right preload without the topcap.
