What's the scoop? Do most people wrap the entire bar just like on a round bar?

Around here, I see it both ways. Generally, the carbon guys leave it open and the aluminum guys wrap the whole bar. I wrap the whole thing for comfort reasons....

Same as above, you see both. Agree that the carbon folks like to show off the carbon or maybe they like the feel. Personally, I like the full wrap for comfort as I do use the center section during climbing. I suppose you could run into issues with not being to overlap the tape as much to get the full wrap if the flat section is significantly wider than a round bar, like the FSA K-Wing or Ritchey Streem, but I have not had that issue.

The part-wraps are a fashion statement IMO. Even as a fashion statement it seems ill-advised - most folks seem to stop somewhere in the first bend, and I see a lot of torn-up, ugly looking finishing tape.

For both comfort and grip, wrapping the whole bar makes sense. There's plenty of tape to make it work, because as they get wider they also get thinner. The overall circumference doesn't change much.

There are some bars that have finger grooves moulded in to them. Those don't tape as well. Also, some get too big for small hands when wrapped, which kind of makes you question the applicability in that situation.

I like them a little more than a little high (20 year old back injury) . Riding the hoods is as close to the drops that i get.
