I have a few questions. The Rolf Vector Pro has 14 spokes (about 30mm depth). The HED 60mm has 24. Do the number of spokes matter that much when the rim is 60mm deep? Could the Rolf Vector Pro, with its 14 spokes, be more aero than the HED simply because it has less spokes? Which do you think is faster/more aero? I'd like to think the HED is more aero/better simply because it's a HED. These are both front wheels. Just throwing this out there.

Spokes matter a bit, but the deeper 60mm section of the HED is much more aero than the 30mm slight aero Rolf. A minor effect is that the fastest point on the spoke is farther out, which in the HED is actually coverd by the rim. HED by a long shot is more aero.

I still say the Hed is more aero in a flat out comparison. You may get a different result in speed because of weight savings with the Rolf if the corse is hilly.
