I am going to bring my bike back to the States through SF international, I was wondering do I need to fill anything out on the customs declration form?

Did you bring the bike with you to wherever you are coming from, or buy the bike there?

If you brought it with you to the foreign lands, there should be no customs needed. Except for controlled items (like if you have a few vials of EPO), they only care about items purchased outside the US.

If you did buy it abroad, you may still be fine, assuming the bike is used (and looks used - don't clean it before packing it).

I lived in Korea for a year, and brought a bike with me. Korean customs did open the box to look at it, but saw it was a used bike. US Customs didn't even look twice.
