I'm just starting out racing this year, but I don't know if I'll have time to do more than 6 races this year. If I enter each of my races this year using a one day license, will those count towards upgrading to Cat4? Or will I need to pay the full $60 bucks and get the full license for any races to count towards upgrading?

Ya can't upgrade unless you have an annual license. In other words, there is no such thing as a "one day" cat4.

Yup gotta get the annual license. On the plus side though, it will probably motivate you to do more than one race.

I don't think that is true.
I've heard you can submit your one day licenses as proof..
and/or some dirs will just accept the list of rides you have done.
I've got my 10 rides in on 1 days since 2004. I might get in 2 races this year.. if they don't fill up within 10 minutes of my signing up.

Your 'one day' races count towards your 10 mass starts, but you cannot actually upgrade without an annual license. – TF
