How can i drop my handle bar height justa bit w/o having to cut anything. Or having to flip the stem. Will moving spacers up and down be the cure??

You can remove spacers from below the stem and put them on top of the stem. If you have a carbon steering tube, be sure that the expanding plug is relocated to the middle of the stem clamping area. A longer top cap bolt may also be required.

I asume you have spacers below the stem on the stearer tube. Remove the top cap. Loosen the stem bolts and remove the stem. Remove one or more spacers. Reinstall the stem (don't tighten). Add the spacers that were removed. Reinstall the top cap. Adjust the headset tightness (see www.parktool.com). Tighten the stem bolts.

On my Specialized Allez there is a wedge shaped spacer, which gives you two positions for the stem, as well as the stem being flippable, for 4 total positions. I had to pull the stem off, as the wedge shaped spacer was keyed, but I didn't need to remove the bars from the stem. I did need to rotate them a little, as the lowered stem angle affected the angle of the hoods.

Not sure if this is a common thing, or unique to that Specialized stem, but maybe worth a look.
