My reading of UCI regulation 1.3.018 is that any non-standard wheel, defined as one with less than 16 spokes OR a rim depth (section) of greater than 2.5cm, should have to pass the UCI rupture test and be listed as approved on the UCI Website. Now standard (traditional) wheels are exempt from this requiremnent BUT surely traditional wheels built with say Mavic CXP33 rims are therefore non-standard wheels becaseu the section of the profiled rim is I think more than 2.5cm.
My ancillary question relates to the use of such wheels on the track because the UCI regulations specify "Massed Start Road Races and Cyclo-Cross".
Can anyone definitively clarify please?

Does this mean that regulation does not apply to track racing?

I think cyclingnews.com has done a coverage on this new "regulation" a while back. As far as i can recall, you actually do not need to have your wheel approved by UCI before you use them in UCI races.
CXP-33 has a rim deoth of 23.5mm...so it slips through the "regulation"
