What is the proper way to spell it?
Would Fixe be pronounced FIX and Fixie be pronounced Fix-EEE?

Enquiring minds want to no.

I will advocate for 'fixie', which would rhyme with 'dixie'. 'Fixe' could be pronounced so as to rhyme with the 'prix' in 'grand prix' as the French spelling is (I believe) 'grande prixe'. I think it could also be like 'ficks', said with a German accent. Fixe could also be pronounced in English as 'fix-eh', like a Candian saying it ;)
So, it is 'fixie' for me ;)

Fixte

OK, I have seen that one also. What is the etemology? Is it just spelled like 'fixed-ie' sounds?

Does Sheldon Brown provide a clue?

In French, "mixte" would be pronounced "MEExt", but normal U.S. bicycle industry pronunciation is "MIX-ty". (http://www.sheldonbrown.com/gloss_m-o.html#mixte)
Then "FEExt" gear?

Indeed it does sound like a clue Watson ;) Of course if I ran around saying "Look at my new f-EE-xt bike, I would be locked up. Some demented bird talking about bikes ;)
