Serotta has changed tubing suppliers many times over the years and has used most of the major major players. For this reason the tube maker is not all that important.

Serotta uses what they denote "Colorado Concept" tube shapes for a long time. These tubes have both the seat tube and down tube which increases in diameter as they reach the bottom bracket shell. Also, the chain stays are S-shaped. All this manipulation is preported to increase bottom bracket rigidy without increasing ride harshness.

A good friend of mine has a Serotta of 90's vintage and I can tell you that the tubes are not all that big dispite the flaring. It rides medium stiff by modern standards and is consistant with what you'd expect from oversize steel. Firm but not too harsh.
