I think they're in a dilemma because... (this is hypothetical of course)
If one person is "caught" its not "fair" since MOST are
taking something.
If the sport as a whole admits to drug use, they ALL look bad, because
those who believe they're innocent will be "uncovered" as naive. So
they CAN'T admit.
They have to all DENY, not admit because many businesses
depend on their "squeaky clean image."
Remember Tyler Hamilton's "courage" climbing well in Tour de
France with injury and all the ads that followed?
Lance Armstrong gets mad at others for alleging doping use by him.
I can understand the feeling.
