It entirely depends on how many races you intend to do.

$10 unattached rider fee
$10 one-day license
$5 late fee for not preregistering

At a $25 a pop penalty for not having one and registering day of, you're better of buying a USCF license if you intend on doing 3 or more races. A yearly license is $60. You might be able to get out of $10 of that fee if some club will allow you to race for them without a current license (aka: only using a one day license), so you aren't considered unattached.

You could factor it out into cost, you could factor it out into whether you want to wait in line and fill out the form or preregister (and you get shut out of 4/5 races around here if you don't preregister around here -- I don't think you can preregister w/o a license, typically, can you?). I don't think that you could present yourself as a member of a USCF club w/o a license, to avoid the unattached fee, because the whole idea of the unattached fee is to make up for the contributions that the club makes (I don't know -- there are different rules sometimes for women and juniors, if you fit that description).
People disagree on the benefits of USCF membership. There arguably aren't many, but the USCF provides insurance for races, and a platform and umbrella for the sport. They also support junior and Olympic development. These may be reasons enough.

You can pre-reg w/o a USCF license and then pay for a one-day at the race. As far as unattached rider fees go, I haven't seen them being charged in my neck of the woods. In the OPs neck of the woods, they may very well charge an unattached rider fee, but my sense is that this isn't quite as common as it once was.

I race for a collegiate team and a local club. The collegiate riders can purchase a collegiate-only license for $30, instead of shelling out $60 for a USCF/NCCA license. Unless they are just joining the team and are completely new to the sport, I tell them to get the USCF license. With the new one-day fees, the license pays for itself very quickly as those who do the occasional USCF race learn when they have to pay one-day fees. In addition, having a license in hand means you have one less thing to worry about race day.

So, do you plan on starting at least 6 races this season? If so, get the annual license. You'll be good for the road season and for the cross season (and if you want a start to bike racing cross is the way to go).

If you then know you will do more races get the yearly. You can apply one 1 day license few towards the yearly (you get $10 off the $60 if you send the reciept for the 1 day license along with your payment for the yearly)
