Can you interchange the cogs on Campy loose cassettes, ultra-drive cogs? I'm trying to get a good gear setup 12-25, using cogs from a 12-23 and 13-28. final setup would be 12/14/15/16/17/19/21/23/25, with a 50/34 crankset, any thoughts or opinion ? Also should I change the R/D from racing T to a short cage? Thanks.

Rick, you can swap the campy cogs around but you need to take care to match them with their neighbours to ensure smoothest gear changes. For your setup I think you need the following cogs
12A-1 - 14A - 15A - 16A - 17A - 19A - 21A - 23A - 25A
...so all these have come from your 12-23 cassette except the 25 from the 13-28 cassette. The jump from 12 to 14 is quite big in percentage terms - why don't you just try the 13 - 26 standard set and save wasting a cassette?
Look at the options in the spares catalogue at http://www.campagnolo.com/pdf/spares04_B.pdf to see what I mean.
If you have the instruction manual for ultra drive 9 speed cassettes you should also find a page where different configurations are shown, (at least there is in my exa drive instructions! can't find a 9 speed ULTRA drive instr on the campy website)
You will need to work out the chain wrap to decide on swapping the RD
