I have Mavic Elites and noticed they didn't come with rim tape. Should I install some?

yup.

without rm tap you risk punturing your tube due to the spoke holes. i use cloth rim tape, but there are others. i read somewhere of a guy who just used packing tape. said it was strong enough and cheap.

Actually, if he was referring to Ksyrium Elites, they do not require rim tape.

You might need some tape right at the valve stem to protect the tube from the possibly sharp edge of the valve hole. If there are no spoke heads or holes in the rim's lower surface, there's no need for rim tape.
