I have now a set of tubular Bonty Race X Lite's and considering the Race XXX lite carbon tubular......My question being a recreational rider who does hills...will I notice the difference in the rotating mass between the wheels....Point being, it is hard to justify the dollars for the new wheels if the difference is minimal.

I don't know yet, for my Ultra Hyperons. Haven't Drivent the bike, since comin home from the bike shop installment. (too many others things coming up since). But what I paid in the wheelset, I can gt a new frame of a Torelli / Mondonico, for that price. And what normally last longer?

If you get out of the saddle and rock the bike back and forth, you might notice lighter wheels take a little less force to swing side to side. However, this mode of motion (side-to-side, plus the affects of the gyroscopic precession of the wheels) doesn't represent the forces moving you forward.
In terms of purely forward motion, I doubt that you'd notice anything. Even if the rims on the lighter wheels weighed 100 grams less than the heavier wheels, that is only about 0.5% of the total inertia of the bike.

Your current wheels are pretty light. I don't think you'll notice a big enough difference to justify the price. Your money would better be spent on a coach.

Do this simple experiment: on a flat road accelerate from 10 to 20 mph as fast as you can, remember how long that took, when you get home put your bike in a stand and spin the rear wheel to 10 mph, now with one finger accelerate the wheel from 10 to 20 mph in about the same time it took on the road. That trivial force covers all rotational mass effects, plus drivetrain loses and (mostly) drag from the wheel. Rotational mass effects are virtually undetectable by a rider.
