In his address with Bush Sr. and Clinton, President Bush did do something that showed responsible leadership. He said that Americans will have to cut down on their energy consumption. Specifically, he said, "Don't buy gas if you don't need it."
I honestly was expecting him to completely dismiss any hint of a crisis with a "go about your daily lives" attitude. To use his position and authority to encourage responsible behavior, knowing that some Americans NEED to be told this is good.
It's easy to find a thousand other ways he's failed to do this in the past, but it would be completely partisan blindness to not acknowlege this particular incident.

No... This disaster is one more excuse for the Pubs to try to repeal the 22nd amendment.
