While my reasoning for doing it would be strange, is it possible to run 650 rims and a frame/fork set up for 700s?

I don't see how it would work but i occasionally see people selling 650 rims because they said they switched to 700s.

Only if you did something special with the brakes. If the bike had cantis, Pauls Components sells special canti brakes that will adjust down to 650c wheel size. If not canti mounts, you'd need a special drop bolt to run regular road calipers.

The other issue you might have is bottom bracket height. Your crankarms might come too close to the ground when corning.

Thanks. That's kinda what I figured by just looking at my existing bike but I just wanted to be sure.

I'll be sticking with 700s for now

when someone "switches" to 700, that means they change the bike along with the wheels. 650 used to be all the rage, but I think people are now realizing that it makes sense only for smaller bikes. putting 650s on a 700 bike or vice versa would, in addition to the difficulties with the brakes, screw up the handling.
