I don't ride in the rain (unlike other notables on the board) but I got caught in rain yesterday and tried my shoe contingency plan. It worked pretty well so I thought I'd pass it on.
I put my feet in plastic grocery/shopping bags, wrapped them up the ankles and secured them with rubber bands.
The plastic bag is so thin that it didn't interfere with my cleats (in fact, they worked better because of the lubrication the wet plastic provided.) and they kept my shoes almost entirely dry.
I wouldn't want to use this method for a long time (as if I would want to ride in the rain for a long time), but for my 30 minute ride, it was great and a whole lot better than soaking wet feet.
