Well, that may be true, but I'm running IE6 with the popup blocker turned on and have no problems. I rarely see any popups at all. I run the Windows updates regularly, so there may be some improvements that have gotten added in that were not in the Office 2003 version I bought. Sometimes when running on a "company machine" they don't give you the updates.
