Well I've been following the Giro over the internet this week and thought I would randomly list a few people who have either under or over achieved IMHO...

Underachievers
Cuapio - Supposedly out of shape and has shown nothing on the climbing stages
Quaranta - Every time I click refresh this guy is getting dropped from the peloton. He's been non-existent in any of the sprints.
Garate - for the GC guy of a major team we haven't seen/heard much from him. He was part of a weak break on one stage and that's been it.

Overachievers
Gontchar - the TT specialist did some nice climbing in stage two and is doing great on the GC
Cioni - Doing well on the GC for a team that is focused on Petacchi
Cunego - We knew he was hyped but he looks very strong in all of the stages so far
Trampusch - This guy is 5th on the GC and no one seems to know anything about him

What are your observations?

I would look for Cuapio when the 'real mountain stages' show up. My guess is he's riding into form and saving himself for a few stages in the Dolomites. Quaranta, well he's the most 'allergic to hills' of any sprinter known. He only stands a chance on the flattest of stages. It's far too ealry in a 3 week race to be making rash generalizations but I think Simoni has disproved all the critics who said his form was 'off', agree that Cunego has lived up to his hype, Petacchi is clearly 'the man' and Cioni is showing well given Fassa's ambitions. I'd like to add McGee to Gontchar as TTers who are hanging well. If McGees break would have been with Astarloa I think they could have pulled away today. McGee kept having to wait today for the other 2 riders and big props to the big man Magnus who is holding well in the first few hills at nearly 190 lbs.
