I recently purchased a set of sl-7700 downtube shifters. The left side does not appear to have a forward stopping point. I can rotate the shifter about 320 dg. I have noticed some type of sping tensioning in the lever but am clueless to what to do if anything to adjust. I find the fact that there is no limit to the forward travel of the shifter unacceptable. Is there something Im missing or is it just screwed up?

That is what limit screws were made for.
As for being able to rotate it 320º, probably for triples and people who don't know how to properly adjust friction, let alone indexed.

You have the shifter on wrong. Try rotating 180 degrees and then installing it.. When it is full forward it doesn't line up the the down tube..It should stick up about 20 degrees...
When you install the lever, it should be pointing straight down, perpendicular with the down tube. Rotate the lever counterclockwise and it should stop about 20 degrees from being parallel with the down tube

Something doesn't sound right. What you describe has you installing it clockwise. To install, the lever should be upside down, you turn it counterclockwise until it stops. This will put the lever in the 10 o'clock position. Then you tighten the thumb screw...The lever stops at 10 o'clock so you can't get cable sag. Once that is done, the only way the lever will move is clockwise which is pulling it back for the big ring.
Also make sure you have the shift boss cover on correctly. Make sure you don't have it backwards
I have the manual but it is a hard copy...the manual describes what I just told you.
I've had the same problem you are having. I was installing the lever in the wrong position or the boss cover was backwards
