I'm looking for some rec's on a wheelset upgrade for a 650c bike. The bike is a 2001 Litespeed Tachyon, though I don't remember what the wheels are (it's actually my girlfriend's bike). While $ isn't unlimited, we realize that a wheel upgrade can be a huge benefit. Thanks for the advice.

Not familiar with that particular model Litespeed. I assume it has 650 wheels because it is a smaller frame. While common thinking is that aero trumps lightweight this may not be an ideal situation for a small woman. An aero rim may create extra work and crosswinds will exhaust her as she fights to keep the bike going straight. Also think about comfort with the smaller rim size.

It's a lot easier to talk about what might bring a performance improvement if you know what the current wheels are and what the bike is to be used for. IIIRC the Tachyon is a flat out TT bike?

I'm not certain about the current wheels. They look like pretty standard wheels. While I've read about it being a TT bike (replaced by the Saber), it doesn't appear different than other road bikes. It's used for recreational/training/century riding - not racing. Maybe to put it into perspective, I had D/A-OP's on mine and upgraded to Ksyrium SL's, love the change, and would look for them for her if they made 650's.
