Although I can't see how blaming Rumsfeld is constructive and I guess I don't have a mind that jumps to conspiracy theories connecting the DOD and the airlines in some grand scheme to benefit the airlines. I remember reading an article about Pork Barrel spending in Newsweek a few years ago and Senator Robert Byrd was profiled as the worst offender (or best exploiter).
