If so, would it be appropriate for use on a Poprad? (IE: Canti's and enough clearance for knobbies and mud and such.)

The easy answer is No - and neither does anyone else. Reynolds does not make fork blades made out of 853 tubing - they don't make seat or chain stays out of 853 either. 853 tubing is only available for the main frame tubes (down, top, seat and head tubes).
