Hey guys and gals. Anyone have experience installing this kind of star-nut?

It's not a star nut, it's a compression plug.

Unthread the screw and the spring from the barrel. Next, thread the screw back into the barrel but not enough to pull the wedge (bottom part) into the flexible part of the barrel.

The next part should be done once the steerer is cut to length and the stem is positioned on the steerers (on top of whatever spacers you're using.)

Position the assembly in the steerer tube so that the barrel sits about in the center of where the stem is located. Slowly tighten the screw to pull the wedge into the barrel, expanding it until it's sitting tightly inside the steerer. (You may have to angle it slightly to stop the barrel from turning with the screw. Just until it catches.)

Once the barrel is expanded in the steerer, you can remove the screw, put it through the top cap, replace the spring and thread it back into the barrel. Set the preload for the headset, tighten the stem bolts and ride away in peace.
