I need to find a frame with the shortest top tube and still a good frame. Cervelo with a 515mm top tube looks a bit short. But im not sure if thats enough. If you guys could provide me with some information on the best frame with a shorter top tube it would be appriciated.

Looking for the shortest TT without regard to the vertical size of the frame and particularly the HT length is not a smart way to select a frame. I really disliked the slightly larger 51cm Cervelo I owned. Fit fine, rode like crap.
If you want decent advice, you need to post a lot more information, starting with your height and an accurate cycling inseam or saddle height.

Well, I have a 77 cm inseam and quite short torso, much more that most bikes dont offer that much so I might just have to wait untill I get taller. Forearm-31. Trunk-56. Full arm-53. sternal notch-126. and 159 total body height. This was done at my home as professional fitting costs way too much. Right now im on a M tcr with 90 cm stem and I really need to switch out the frame as I am way too stretched out.

gvhbikes have Size 46 Italian Viner steel frames with 50 cm toptubes. I wouldn't know if they are the best frame for you though but they are among the smallest I've seen.
