my fiance is wanting to get into cycling b/c thats what i do but were having trouble finding her a road bike that fits her... Shes small, about 4' 11, 100 lbs so we are looking for something kinda small for her to start out on but nothing crappy that is going to discourage her, any help is appreciated!

felt and some other companies have women specific bikes. 650c wheels in the smaller sizes.

not necessarily... if her proportions are relatively normal the smallest of the small may fit. 650c is a good idea. figuring budget first will also narrow down the choices

Go with the Felt. I love my F80. My wife jumped on it for the first time last night and I didn't think I was going to get it back!

I just glanced at Trek's site. They have the WSD option available across a wide price range. Looks like the 1000 WSD would hit your target at about $700. Sizes go down to 43 with 650c wheels.
Pretty sure Cannondale has something similar in small sizes.
