My new bike was delivered with nuts on the outside of the presta valves, to prevent the valve from recessing into the tire (it would need to be removed when changing the tube).
Can anybody explain the pros/cons of this arrangement? Should I remove it?

They are all like that. You can remove it if you want, but sometimes then the valve will tend to vibrate against the rim and then drive you crazy.
I just tighten mine so that they are not loose.
There is nothing really pro or con about them.

I have always wondered if you have a spare set of wheels/ or spare bike that might sit for a month or two, if you should unscrew those nuts to release tension on the tube as it naturally deflates. Is this just not a problem?

Some riders swear they're necessary, some swear they're harmful. Most think they make no difference.
And Brian, they're actually not ALL like that. Some tube brands (e.g., Michelin) are not even threaded for them.

Throw them out, or re-cycle them. They can be used to space bottle cage bolts.
I've never put one on the valve.

O.k., o.k., they are not "ALL" like that. But they are pretty common and typical. Kinda like the little things on the end of your shoe laces.
