2010 Specialized Ruby elite headset issue (resolved)

I purchased a 2010 Ruby Elite frame which was missing the headset and fork. I found another 2010 ruby 1 1/8 fork but now am having a major problem locating the proper bottom bearing for it. The LBS said I needed an FSA Impact 1 1/8 (Campy style). They ordered it and all was well with the top bearings, but again the bottoms just are too shallow. The beveled edge fits the frame properly, but its like the bearing itself needs to be about 3/8 to 1/2" taller than it is.

Anybody run into this? I am bringing the frame into the LBS to let them have a look.

Ended up was an issue with a fork. Replaced with 2008 Roubaix fork that had the raised crow race and we were good to go.
