In your opinion, what would be the most cost effective way to lose some weight on a 2009 Bianchi Vigorelli?

Different frameset. Isn't that bike made of chromoly? In a market dominated by aluminum and composite bikes, you've chosen one of the only steel ones.

If you really want to lose some weight, the seatpost could be changed as it's an in-house part. Maybe change the stem and bars as well.

Maybe the crankset as well. Maybe go to a DA crankset if you want a dramatic weight difference and you can get a deal on the crankset.

To me the bike's 105/ultegra componentry looks good enough that I'd want to leave it alone.

The biggest bang-for-the-buck change you can make to any bike is a lighter set of wheels. You will feel the difference betweeen a light weight wheelset compared to a heavier set of wheels. Changing out the seatpost, handlebar, and stem to lighter components you may not even notice a difference if you did all of them at one time but kept the heavy wheels even if changing all of those components drops two or three pounds.
