Adjust skewer position on horizontal dropouts (not track dropout) on TT bike

I assume it is OK to adjust a wheel position a bit aft on a TT bike with horizontal dropouts correct? My wife's TT bike has horiz dropouts, and we were going to pick her up some 23mm wide tubulars with 25mm tires for a 1/2 IM she is doing. I can fit a 25mm clincher in there if i slide back about 1/4 inch on the dropout. Is this OK in a non-track dropout style? I assumed this is why they were made that way

You can adjust the axle anywhere fore/aft that you want within the limits of the dropout and the dropout adjuster screw. Moving the wheel forward shortens the wheelbase and quickens handling a bit. Moving the wheel back makes for slightly less direct upward force to the saddle when you hit a bump. Otherwise there really are no issues to worry about.

thanks, just wanted to confirm. if it were my bike i'd just do it... but it's for me wife, so I don't want to risk anything
