2004 Litespeed Firenze Headset issue

Well I took frame down to 3 different bike shops all 1-1/8 headset cups are too small for the frame. I even tried cane creek s-3 Recommended by LS same as any other
1-1/8 headset cups. Most 1-1/8 headset cups O.D that goes into headtube is 34.00mm give and take. I measure the I.D of headtube is almost 1.4 inches or 35.55mm. Can someone tell me if anything special about this model year?
Any kind of engineering changes? Could this be a out of country model?
Any kind of adaptor or shim goes into the headtube? I bought the frame from
a swap meet and frame does not appears to be damaged or altered? Please
advice. A BIg Big "Thank You" will be followed! Drinks...Lunches?
