    Electric Bicycle

How would I go about obtaining an electric road bicycle, preferrably 700cc that has the potential to go at a top speed of 40 mph on the flats and even more downhill.

I have heard that this is possible, but more like 30mph. It has been done at speeds, even up to 50 mph where the power supply was a huge battery in a rucksack. But how could I do this and what would the costs be.
