I have the same dimensions as yourself in height and length. My thighs are 23" and calves 17" and I wear a large.
You seem to be a bit of a tweener, it will probably depend on the manufacturer. I bought a pair of L Trek warmers and lost all circulation to my feet. But the L Sugoi fits like a glove.

Buy the bigger ones. If they're too loose, they are a very simple garment to alter, easy to take in at the seams if you can work a sewing machine, or it's a simple job for any tailor.
