NYC parks patrol running deep ZIPPS?

I wasn't aware the city had money to burn.

I rode over the GWB to the NY side for a change and met some friends for a ride down the west side highway. I noticed stepped up parks police presence in the 150's as I rode south. I passed by an patrol officer, standing tall, arms crossed in green parks uniform behind him, leaning up against a tree was a rather upright hybrid frame shod with some deep ZIPPS... I had to do a double take.

There's a chance the bike didn't belong to him but there was no one on that lawn around him and he was standing three feet from the tree.

If true, talk about a waste of money.

Pretty windy day in NYC today.

PS- I later found out that increased police presence may have had something to do with a rape in hudson park at 5AM same day.

When my pops worked for the state parks department, he told me of times when they would buy stuff just to meet their budget estimate for the year, because if the money wasn't spent it would likely reduce the following year's budget (government in action!).

At least it is just a few grand. It could be worse. Much worse.
