Sure, the Tecnos is a traditional steel ride, direct connection with the road but still lively in feel when riding out of the saddle. The C40 has a more plush ride and the connection with the road surface is more muted. This is both with minor changes in pave quality and bigger bumps and other imperfections. Subjectively, the C40 is not less stiff than the Tecnos and certainly, it feels more responsive due to its lighter weight. You will not go wrong with either and I think the main decider will be finding one available in your size. Tecnos' are few and far between. The other issue is pricing. C40's hold their value pretty well. I would definitely get a BStay model which would be 2001 or newer if possible. Hope this helps.
