    The expansion plug should be positioned where the stem clamps -- so the stem doesn't crush the carbon tube when you tighten the stem. The expansion plug I have is just long enough to cover the area where the stem clamps. So you may want to re-position the expansion plug once you know how high you want your stem.

    With the stem loose, I held the front brake and rocked the bike forward and backward while feeling the play at the bottom of the steer tube. Then I tightened the cap just enough to take the play out so my fingers didn't feel the fork rocking (fingers on the groove between the top of the fork and bottom of the headtube). You can back off on the cap and feel the rock come back then tighten again until the rocking just disappears. Then once you tighten the stem, the cap isn't doing anything - it only holds the tension long enough to tighten up the stem on the steertube. From then on, the stem is holding everything.
