Three water bottle bosses on seat tube of F8?

Cleaning my F8 the other day I noticed a threaded hole in my seat tube below my water bottle cage. I had not noticed this before. I figured out it must be for mounting the cage lower and went online and found out that indeed that is what is was for and it was supposed to help with aerodynamics.

    Two questions:

    1. Do you use the lower mount points? It seems an awful long reach especially for me on a 59.5.

    2. I put a screw in the hole to prevent water getting in. Was there something there before that just fell out?

I have my cage mounted on the bottom position. Frames are supplied with 5 bottle screws so you do have the extra one to act as a blank.
