Time Crunch Cyclist question on Over/Unders

Next week I start some Over Under intervals. But I am a little confused...

My 1st session will be 75-90 min EM with 3 x 9 OU (2 under, 1 over) 6 min rest between intervals
So, lets say my EM is <70%, my SS is 93% (my under) my CR is 96% (my over)

when it is time for the interval, do I got 96% for 9, then 93% for 6, then 96% for 9, 93% for 6, 96% for 9 and 93% for 6.. then em and cool down..

so what is the 2 under 1 over mean?

    also some say this...3 x 10 OU (3under, 2 over)

is my 6 min between intervals at EM? or SS?

For the 9 minute interval you start with 2 min under, go to 1 minute over and repeat 2 more times in this case for a total of 9 minutes. Take 6 minutes recovery then do it again. 6 minutes recovery, then do it again.
