I'm only failiar with 80's Cinellis and that one does not look like one. If it is a Cinelli, it could be from the early to mid 90's with the more modern wishbone design seat stay.
Ask the seller it the name "Cinelli" is cast on the BB shell. It will not make it a Cinelli for sure, as many frame builders used Cinelli lugs and BB shels on their bikes, but it will be a good sign, The front derailleur brazed-on mounting tang does suggest a quality Italian bike though.
BTW, I recognize the pics to be coming from a Philippine auction site. There's a small but lively community of classic bike collectors there and they are very meticulous and knowledgeable about the history and origins of their bikes. Hopefully the seller is one of those collectors/enthusiasts and can help you with more information on the frameset.

That is NOT a Cinelli. Why do you ask?

Some idiot has painted right over the headbadge. And it looks like they used a roller. If you scraped off the paint you could figure out what it was pretty easily.

Not even close to being a Cinelli. I'll bet that the BB has a cinelli stamping, and thus the owner assumes it to be one.

    pete makes an important point!

Cinelli lugs and bottom bracket shells are widely used. People are always claiming their frames are Cinellis because of the logos that are on the BB or lugs. Sometimes it is a misunderstanding, sometimes it's intentionally dishonest. EBay has listings with junk frames all the time pretending to be Cinelli.

is this an authentic cinelli frame?

Best thing I ever did was buy the Cinelli book on amazon. Wealth of information. I don't own a cinelli, may or may not get one, but having the book apart from the eye candy is a great reference guide. If you are considering getting a cinelli then buy the book first.
