Correct assumption—if the nuts are tight, rear wheels mostly slip because the dropout material is too hard and/or too slick. Roughening the dropout faces a bit should help, so will removing the chrome if there is any. Start with the
inside dropout faces, that may be all you need. I'm assuming your wheel is held on by real track nuts—the kind where the nut turns independent of the washer.
