I painted a pair red using Rustoleum primer, color, and clear coat. To be honest, they haven't chipped, cracked, or peeled, but they've worn through the paint at all the contact points.
Rustoleum is good stuff as is Krylon. I've used both & prefer the Krylon. Just sand them lightly using 500-1000 grit paper, then spray them with flat white Krylon. No primer needed, & you can find the paint in larger drug stores, Home Depot, etc.
I have the same cages in red, which have faded to orange in less than three years. I would say you may be better off painting them yourself, although I guess white can't fade much.
