Rim tape at the edges should not matter as it is the bottom channel of the rim that you want to have the beads in when mounting tires. Thick tape down in that channel can make a difference in tire mounting.
I didn't even think about troubles with mounting the tires. I was more worried that if the tire rubbed in the tape that something might happen. I don't think the tape actually got as high as the edge but it's close.
Anyway the tires are mounted. So nothing to worry about now?
I prefer the tire bead to be in contact with the rim itself and not the rim cloth tape.
