What type of tool is required to true Mavic Cosmic Carbone SL wheels with internal nipples? Also, what tool is best for cutting spokes out of a wheel?

I don't have enough posts to reply to this (trying to get to five so I can start my own thread - need to ask a question). I use a fence tool to cut spokes - slices right through them. It's been the right tool for me for this.
