    Bump inside head tube?

I noticed that there is a bump inside of my head tube. Iím not sure if it is rubbing against the steering tube. Is this supposed to be there? The frame is a giant TCR.

Under closer inspection, it is rubbing against the steerer tube And there is an abrasion on the steerer tube.. It looks like it may be a patch or repair or something. Should I sand it down a little bit?

I would use a metal file, a lot easier to control. I would want it to clear the fork HT.

There are usually local companies that can do ultrasonic scans of that area to see of that is a void or simply a double over that happens in some types of carbon fiber manufacturing processes. If you can't get a reference from a local shop, you should be able to find them in a phone book or on the net. If it is a void filing or sanding can break through and make that area weaker. If you bought the bike new and are still under warranty I would get it replaced.
